Originally got these general instructions from a comment on reddit. Everyone in that kitchen subreddit said it's how they make their roast potatoes too.

Take the quartered potatoes and simmer them in salted water until they’re fully cooked through.
Then while they’re still warm quarter them and after they’re all quartered, and still warm ish- put them in a full pan and give it a quick shake back and forth a couple times so the outside of the spuds get a bit of that almost but not quite crumbly look. Then let them cool and fry to order after.
Fry in bacon fat or whatever till they look good.

Alternately, you can bake at 450 for 20 minutes, toss them, then continue to bake and toss for 30-40 more minutes, until golden.

Then just toss em with whatever- Parmesan and thyme, caramelized onion and Cajun spice and clarified butter. Good to go.
