Combine water, sugar, cinnamon sticks, and cloves in a medium saucepan. Bring to a rolling boil, stirring until sugar dissolves.
Add cranberry juice and orange juice. Reduce heat to low and simmer gently for 5 minutes. (Fresh orange juice makes all the difference here - don't skip it for bottled.)
Ladle into mugs for immediate serving, or pour into a thermos for taking along.
Leave the whole spices in if transferring to a thermos - they'll keep infusing. Otherwise, fish them out before serving.
