Preheat oven to 175°C. Butter a 200ml ramekin or small baking dish.
Combine cream cheese and butter in a bowl. Microwave for 30 seconds until soft enough to mix easily.
Stir in salmon, spring onion, garlic powder, salt, and pepper until well combined.
Transfer mixture to prepared ramekin and top evenly with grated cheddar.
Bake for 10-12 minutes until cheese is melted and edges are bubbling. (The top should be golden but not browned. Internal temperature should reach 65°C.)
