Combine the diced tomatoes, minced garlic, lime juice, cumin, beans, green onions, jalapeño, and cilantro in a bowl. Set aside to let the flavors meld.
Season the beef steak with salt and pepper on both sides.
Heat your grill or grill pan to high heat. Cook the steak for 3 to 5 minutes per side, depending on thickness and desired doneness. (Use a sharp knife to test doneness - the blade should slide through easily when the meat is properly cooked)
Let the steak rest for 3 minutes, then slice thinly against the grain using a well-sharpened knife.
Serve the sliced beef over warm rice, topped with the fresh salsa. Garnish with lime wedges and additional cilantro if desired.
