Heat oil in a heavy-bottomed saucepan over medium heat. Add the rice and stir constantly for 2-3 minutes until each grain is coated and begins to turn translucent. (The rice should sound different when stirring — less clacking, more of a soft rustle.)
Add water, lemon zest, lemon juice, turmeric, and salt. Bring to a boil, then immediately reduce heat to low and cover tightly.
Simmer for exactly 15 minutes without lifting the lid. Remove from heat and let stand 5 minutes.
Fluff rice with a fork, then fold in green onions and cilantro just before serving.
