I have searched for years for this idea. Apparently, Deb from Smitten Kitchen has also searched for the same perfect fudgy chocolate brownie cookie, and she has found it for me.

Follow almost to a tee, but froze the dough and baked longer.
Melt 4 oz butter and 4 oz unsweetened chocolate together, on the stove over very low heat. Take the chocolate out when it’s almost, but not fully, melted. Off the heat, stir until it is.
Whisk the 190 grams brown sugar and 25 grams granulated sugar into melted butter and chocolate, then add the 2 eggs, one at a time, then the 1 teaspoon vanilla. Whisk in 1/2 teaspoon baking soda and 1/2 teaspoon salt. Add 45 grams cocoa powder. Add 130 grams flour, too, and then stir until just combined. Add the 115 grams chocolate chips or chocolate chunks and stir until combined.
Place bowl in the fridge for about 30 minutes. Scoop into balls. I did 45 grams each. Bake immediately, or freeze then bake.
If frozen, bake at 350°F for 13 minutes.
