Brown the beef in a heavy pan over high heat. Don't crowd it. Let it get proper color.
Add onion and garlic. Cook until onion softens.
Stir in biber salcasi, cumin, Urfa biber, and pul biber. Cook 1 minute until fragrant. (Turkish pepper paste is essential here. American chili powder is weak.)
Add tomatoes and beans. Bring to boil.
Reduce heat and simmer covered 20 minutes.
