Whisk together flour, baking soda, baking powder, and salt and set aside.
With a hand mixer, cream the the butter, sugar, brown sugar, eggs, and vanilla.
Stir the dry mixture into the wet mixture until no flour is visible. Be careful not to overmix.
Add the oats and raisins. Stir to combine.
Lay out ~2 tablespoons of dough 2 inches apart on a baking sheet prepped with non-stick spray.
Bake for 11-13 minutes on center oven rack. Tops should be golden but inner cracks should be moist.
Remove from oven and let sit for two minutes before transferring to a wire cooling rack.
