In a large skillet over medium-high heat, brown the ground beef. Season and add parsley, rosemary, and thyme. Remove from pan and drain.
Add chopped onion and saute until soft and translucent. Deglaze the pan while stirring. Add back in the beef, and add garlic, and Worcestershire sauce.
Boil potatoes until fork tender.
Return potatoes to pot and add butter, milk, garlic powder, and cheese. Mash to desired consistency.
Add filling to a large dutch oven (or other baking dish). Scoop mashed potatoes on top and spread evenly.
Bake for 30 mins at 425°F.
